INTERNATIONAL LABOR MIGRATION OF WORKFORCE AND ITS IMPACT ON THE DOMESTIC LABOR MARKET OF UKRAINE
Abstract
The article is devoted to the current problem of researching international labor migration of the workforce and determining its impact on the domestic labor market of Ukraine. It is noted that Ukraine was and remains a labor force donor for many EU countries and the world as a whole, which is a consequence of globalization processes, the action of internal and external threats. The most important directions of migratory labor flows from Ukraine are outlined. The peculiarities of the migration policy of the EU countries and directions for its adjustment have been revealed. The trends and factors of the process of labor migration in the pre-war period and during the war are analyzed. The negative impact of the outflow of qualified labor in modern conditions on the current and post-war national labor market, the socio-economic development of the country as a whole is determined. It was emphasized that problems in the economy, combined with significant internal displacement and refugee flows under conditions of war, lead to large-scale losses in employment and income. Deepening changes in the structure of labor supply and demand in Ukraine will be a new challenge for the post-war labor market and the country's economy as a whole. It was concluded that the government should take measures to create a favorable environment for the return of migrants in general, in particular labor migrants, in order to maximize the involvement of their labor potential in the restoration of the national economy. Measures to regulate the national labor market should be aimed at restoring the economy and should provide for the creation of jobs to attract different groups of people to the field of employment; involving citizens in the possibility of obtaining quick short-term income during the restoration and development of public infrastructure, participation in the implementation of state employment programs; ensuring access to retraining and professional development; promoting the reintegration of returning migrants, creating incentives for them to make effective investments, applying accumulated skills, knowledge, and experience for the benefit of the domestic economy.
