REGIONAL REQUEST FOR TRAINING IN THE SYSTEM OF ECONOMIC SECURITY AND BALANCING THE STRATEGIC INTERESTS OF LABOR MARKET PARTICIPANTS IN UKRAINE

Abstract

In the complex regulatory system of the labor market and the educational services market, the state and regional request for training is a tool for balancing the interests of its participants. Their diversity, the combination of social and market interests in the development of the regional economy, determines the need to improve the methods of determining a regional request for training on a scientific basis. The article aims to justify the road map for determining the regional request for training, considering the interests of labor market participants and strategic priorities of regional development. The study uses system analysis methods to substantiate the factors determining the need for training and the essential principles to consider for their forecasting. Correlation and regression analysis methods were used to predict the demand for professional and higher education in the Lviv region. The authors propose a road map for developing a regional request for training, considering the interests of various stakeholders and the peculiarities of the policymakers’ powers in implementing regional social policy. For the long-term planning of demand for labor in the region on a systematic basis, it is proposed to develop a consolidated document taking into account: 1) socio-demographic forecast of demand for vocational and higher education; 2) offers of institutions of higher and vocational education, determined based on contracts with enterprises; 3) results of questionnaires of employers on issues of workforce needs; 4) analytical reports on employment and unemployment of graduates of vocational training and higher education institutions; 5) fulfillment of regional request for training for previous years. The practical experience of the authors in the implementation of the proposed methodological approaches gives reason to assert that the determining factors of the quality of regional requests for training and the effectiveness of its implementation are a clear definition of the content of relevant information, the procedure for their preparation, responsible persons, as well as the organization of work on the development and approval of a consolidated document.
