ECONOMIC SECURITY OF THE CONSTRUCTION INDUSTRY UNDER THE CHALLENGES AND THREATS OF THE MARTIAL STATE
Abstract
The article is devoted to topical issues of ensuring the economic security of the construction industry of Ukraine under martial law. Actual threats and risks to the economic security of the construction industry of Ukraine were determined and the possibilities of overcoming them were investigated. The losses and damages caused to the economy of Ukraine since the large-scale invasion of the Russian Federation were analyzed, determined with the help of video or photo materials obtained within the framework of the project "Russia will pay", organized by the KSE Institute (Kyiv School of Economics) with the support of the Ministries of Economy, on the reintegration of temporarily occupied territories of Ukraine, infrastructure of Ukraine and the Office of the President of Ukraine. It was found that the activity of construction enterprises takes place in the conditions of a change in the structure of material production, the destruction of the basic branches of the economy, the disruption of economic ties, the loss of markets for raw materials, labor, the resource base, logistic connections, destroyed infrastructure, the suspension of the activities of many enterprises, decrease in the labor potential, demand and solvency of the population, insufficient financial resources, violation of the legal mechanism of taxation. It was determined that the state of war causes specific challenges and threats to the economic security of the construction industry of Ukraine, which need to be overcome in order to quickly restore and ensure the economic growth of the country's economy. It has been established that in order to strengthen the economic security of existing construction enterprises, it is necessary to modernize the construction industry, continue the introduction of advanced technologies, attract international investors, foreign specialists to strengthen the personnel potential of construction enterprises, strengthen control over the use of funds, continue standardization and rationing of construction products.
