PROBLEMS AND PROSPECTS OF FINANCIAL SUPPORT OF THE HEALTHCARE OF UKRAINE
Abstract
The article is devoted to the study of the problems of financial support of the health care system of Ukraine in the conditions of its reform. Given the difficult financial and economic situation in the country and the complex challenges associated with the COVID-19 epidemic, the issue of adequate financial support for the medical sector is particularly relevant. This problem requires an immediate response from the Ukrainian government, because compared to other European countries, our country is an outsider in the development and financial support of the health care system. The article examines the theoretical and practical aspects of financial support of the health care system of Ukraine, studies the experience of foreign countries in the field of medical financing and substantiates recommendations for improving the mechanisms of financial support of the medical sector. In particular, on the basis of official statistics, data from the Ministry of Finance of Ukraine, the State Treasury of Ukraine and the World Health Organization, the state of financing of the medical sector in Ukraine and European countries in recent years has been analyzed. The place and role of the health care system in the structure of state budget expenditures were also studied. The comparative analysis of features of financing of medicine in Ukraine and other countries of the European space is executed. It is concluded that in the current conditions of development of the medical industry of Ukraine the search for additional sources of health care financing becomes especially important. In particular, we should pay attention to the so-called “Idea of expanding the budget space”, proposed by the WHO, which considers three possible ways to improve public funding of the health sector: finding opportunities to increase public spending on health care, redistribution of state budget expenditures at the expense of other sectors, and also improvement of budgetary planning. Among the ways to expand the financial capabilities of domestic health care institutions, the main ones are state funding of the medical sector on the principle of “money follows the patient”, the development of insurance medicine and the provision of paid medical services by health care institutions.
